Job Purpose and Summary
This position is responsible for supervising and performing advanced technical configuration and analytical work for the Human Resources/Human Capital Management (HR/HCM) business system/process team for the Pennsylvania Turnpike Commission (PTC). Work involves the review, support and redesign of business systems, business processes and the configuration of enterprise systems to meet the needs of the business and end users. Work is performed with independence and reviewed by a manager for attainment of program goals, overall performance, and quality/effectiveness of services provided. Supervision is exercised over a business system/process team supporting multiple enterprise applications.
Essential Functions & Responsibilities
Oversee the configuration, maintenance, and enhancement of all HCM applications which include SAP, Successfactors. OnBase, and Org Charts
Provide technical support for all HR related implementation projects
Support the following SAP modules: Payroll, Time, Benefits, ESS, MSS, Personnel Administration, and Organizational Management
Support the following Successfactors modules: Performance, Compensation, Recruiting, Onboarding, and Learning Management System (LMS)
Supervises, plans and organizes the assigned unit’s operations and staff functions including performance management, delegation of work assignments and review of work product.
Supervises, leads and participates in project teams for system work efforts related to enterprise systems. Determines how to best support the needs of the end user.
Ensures the appropriate technical support is provided to end users regarding their specific systems, solutions and processes. Troubleshoots, analyzes and resolves escalated issues or concerns.
Monitors business systems and business processes to identify and recommend opportunities for process improvement.
Supervises, plans, leads and participates in the configuration and maintenance of enterprise systems to support end users and business processes. Identifies and corrects configuration issues to restore the solution and ensure proper operation.
Identifies and supervises the coordination of system changes that will impact other business operations/areas.
Supervises and participates in the development and maintenance of Business Process Procedures (BPPs) and other documentation.
Supervises and participates in the development, maintenance, execution and validation of test scripts and the testing process.
Reviews changes to legislation, contracts, regulations, business operational procedures or systems that may impact the PTC. Determines what changes may be necessary to incorporate within enterprise systems.
Participates and/or assists in training of end users regarding their specific systems and processes, where appropriate.
Conducts reviews and comparisons of current business processes with the best practices to determine where business process or system changes are necessary.
Utilizes various software and/or technology tools to perform job duties.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications
Eleven (11) years of system configuration experience in an enterprise business system; OR
Seven (7) years of system configuration experience in an enterprise business system AND a bachelor’s degree in business management or information systems. Equivalent combination of education and/or experience may be accepted.
Three (3) of the years of experience must be in a leadership and/or project management capacity. One (1) year in a senior level business process position will be considered equivalent.

Position demands include frequent speaking, writing and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Occasionally works outside of normal business hours for assigned work assignments. Office environment with low levels of noise, adequate lighting and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
